Winston Strong Funds to be Used for Long Term Relief Efforts

Immediately after the April 28 tornado, action was taken to establish a disaster relief fund
for Winston County. Through the efforts of the Winston County Partnership and the use of the Winston Community Development, Inc., the fund “WinstonStrong” was established.

Funds contributed to WinstonStrong are to be used for long term relief efforts in Louisville and Winston County. These funds are not to be dispersed for short term, immediate needs of storm victims.

Funds are administered through the Winston Community Development, Inc. which is an established 501c3 non-profit. This means that any contributions will be tax deductible.

A 9 member board composed of an ethnically and economically diverse group of Winston County citizens will administer the funds with direction provided by MSEMA and FEMA. Proper audit procedures will also be in place.

City Selects True North for Debris Monitoring

In a short meeting of city officials, the City of Louisville approved True North Emergency Management as the debris monitoring firm for debris removal.

Mayor Will Hill indicated that seven proposals were scored from those received and that True North's received the highest score on criteria utilized. True North Emergency Management is a wholly owned company of Neel-Schaffer and focuses specifically on Emergency Management and Debris Monitoring business. Services provided by True North include disaster debris monitoring and management, safety, damage assessments, emergency management planning, training and exercises.(from website).

Debris monitoring includes documentation of quantities of debris and procedural compliance to guarantee eligibility for FEMA grant funding.

The City Board also approved the solicitation of contractual services for building inspections before adjourning.

The Board will meet again on Monday, May 19 at 9:00 am. The major item on the agenda will be the selection of a debris removal firm. Ten proposals are to be reviewed and there was not sufficient time to fully score and consider them for today's meeting.

City of Louisville Establishes Rules for Mobile Homes/Travel Trailers/FEMA Housing

The public has had multiple questions about the use of mobile homes and travel trailers for living purposes after the April 28 tornado. WWN asked City of Louisville Building Inspector Jody Fulton for clarification of the current requirements:

No mobile homes will be permitted in the city limits of Louisville. Those that are already located in the city are grandfathered in with their current status and ownership. Mobile homes cannot be brought in for temporary living quarters.

The following is allowed:

Travel trailers/motor homes can be connected to city utilities on your own property for a period of time while a home is under construction or being repaired.

The city will coordinate with FEMA on any temporary housing options made available to property owners

Is this requirement limited to sweeping the road only or will ditches be required to be swept as well. The RFP requires areas to be seeded and strawed. It is our experience that FEMA will not reimburse for seeding and mulching/spreading straw disturbed areas where debris was removed. Please clarify that this will be required as part of our load and haul price. It is our experience that FEMA will not reimburse going over the job area with a magnet upon removal of debris. Please verify that this will be required as part of our load and haul price. Thank you for your help in this matter.
RESPONSE: All slope services areas must be seeded and strawed
QUESTION: Is the City landfill class I or II?
RESPONSE: Landfill is a class I and II and a MSW.
QUESTION: Given the urgency of the City of Louisville's need to begin debris removal and disposal efforts, we respectfully request that the City consider waiving the contractor's license requirement in favor of a Certificate of Authority. Debris removal is often treated at the Federal level as a service contract that does not require a contractor's license. Would the city consider proposals from firms that are in good standing in the state; that are experienced in debris removal; that hold contractor's licenses in several other states; but that do not necessarily hold a Mississippi contractor's license?
RESPONSE: Mississippi State license IS required.
QUESTION: Discrepancy in languages in RFP #01 and RFP #02.
In RFP #01 (Monitoring Services), Exhibit 2 Scope of Work Item #8 states, “The MONITORING CONTRACTOR will inspect traffic control devices and procedures for compliance with the Manual on Uniform Traffic control Devices (MUTCD);”.
In RFP #02 (Removal and Disposal Services), Section 6.6.a. Other Considerations states, “The Contractor shall be responsible for control of pedestrian and vehicular traffic in the work area. The Contractor shall provide all flag persons, signs, equipment, and other personnel and equipment shall be in addition to the personnel and equipment required in other parts of this contract. At a minimum, one flag person should be posted at each approach to the work area. Closure or blocking of public streets and other rights-of-way shall not be permitted unless prior arrangements have been made with the County’s Representative and is coordinated with appropriate departments. Traffic control is the responsibility of the Contractor(s) and shall be accomplished in conformance with local traffic codes. Work shall be accomplished in a safe manner in accordance with City and OSHA standards.”

Under criteria, price is weighted at 40%. Are there additional instructions, guidance or expectations on pricing other than what we see in Part F of Section 2.2?

REPSONSE: 5% has been changed to require a Bid bond in the amount of $100,000.
QUESTION: I understand the contractor is responsible for the disposal cost, but should we add the listed disposal fees ($8 and $18) into our unit price bid or will the disposal cost be reimbursed on a separate line item?

QUESTION: We do not at present have a general contractor lic in MS. We do have a general contractor lic in TN and one in AL but we have let our MS license expire. Just wondering if there was any way we could qualify to bid on this proposal.

Fill dirt and grading may be required to achieve the desired condition. Areas must be seeded and strawed.

Displaced Pets at Louisville Animal Shelter

The Louisville Animal Shelter still has a large number of displaced animals from the storm affected areas. Please come by and identify and acknowledge your ownership. The shelter will maintain your animals as long as they can but they need to know who they belong to.

The shelter does not need any more dog food at this time.

Tuesday Update on Relief Efforts

Here is today’s Information (May 6) that you need to know:

 MEDICAL INFO All components of Winston County’s new hospital have arrived and is in the process of construction. I don’t have a time frame on completion but we will keep you updated. The UMC mobile hospital has moved to the south parking lot of the Teeters Bldg (Spartus). There are flashing signs at major intersection directing individuals to the hospital location.  911 is operational.

Dr. Ard is operating out of the Noxapater Clinic for the forseeable future. Louisville Medical Associates have established 2 clinics in Louisville. The Clinic at 404 W. Main is open and operational (Old Pearson Dental Clinic) and the 2nd clinic will be located at 547 East Main (Dr. Crawford's old clinic) and could be open by Wednesday.

Community Counseling is offering free crisis counseling services for anyone in need. They are located on West Main St. or call 1-888-943-3022.

Storm victims and volunteers for Winston County may now receive a free tetanus vaccine at the Winston County Health Department. A nurse will be available to give these shots from 8:00 am to 5:00 pm Monday through Friday. The phone number is 662-773-8087 for more information.

LAND FILL The Land Fill will be open from this point forward from 7:00 am til 5:00 pm - 7 days per week. This includes Sundays. Standard fees are in place. It does not accept hazardous waste.

Please separate your debris into categories as indicated in a previous article on Winston Web (scroll thru our list of info) 1.Green debris (trees and foilage) 2. Construction debris 3. White debris(appliances and most metals) 4. household hazardous material. LAW ENFORCEMENT There is still a 9:00 pm til 6:00 am curfew in the County and in the City in the storm affected areas. Other areas are not a problem but if you don't live in the affected areas and they are not part of your drive home - stay away!! These areas are heavily patrolled and you will be questioned. There have been three separate arrests for looting by local law enforcement, one in the county by the Sheriff’s Department and two in the City of Louisville. The last incident happened yesterday and is still under investigation. At least two of these incidents involved individuals from outside Winston County. This is a felony and could easily entail jail time!!

A Burn Ban is STILL IN EFFECT. Rumors have circulated that the ban has been lifted- THIS IS NOT TRUE. Always verify with local media or officials. Fire trucks have had to be dispatched on Saturday. With the amount of debris and the current winds and dying foilage- this is a dangerous situation!!

DEBRIS AND CLEANUP Property owners who have begun debris cleanup - please be careful in the placement of your debris piles - do not place directly in the path of powerlines to be replaced. This will only slow the process of restoring power to your property and others. Also EXTREMELY IMPORTANT – do not pile debris over fire hydrants or gas meters, water cutoff valves, etc. The results could be tragic.

If you must dig on your property - Call 811 prior to doing so in order not to damage any underground lines (water, Cable, Etc.)

Safety First!! Workers near roads should wear safety vests, - all should wear long pants, hard sole shoes, gloves and hats and safety goggfles if available. Take plenty of breaks and hydrate!!

Be certain to put food waste (Cleaning out fridges and freezers) in carts. If you lost your solid waste cart in the storm- call city hall and they will arrange for a replacement.

If you suspect a scam from a contractor or offer for cleanup - contact City Hall or the Ms Attorney General's Office at 601-359-3808.

A Boil Water Notice is still in effect and likely will be for a period of time for Louisville, North Louisville, Liberty -Platsburg, Flower Ridge. Others may also be under boil water and not had the ability to contact us - if in doubt - BOIL IT!!




VOLUNTEERS AND DONATIONS: IT is CRUCIAL that volunteers sign in at the Louisville Coliseum. We understand that everyone wants to help and sometimes a specific neighbor or friend, but signing in and providing work information allows local officials to document volunteer work hours which can lead to major compensation to the City and County from FEMA.  

Donations and volunteers are still needed at the Louisville Coliseum. There are other centers set up at Center Ridge and Noxapater and Mars Hill Fire Department. Use the following #'s if you have questions:  call center at 662-803-5295 or 662-803-5288.

The Red Cross is operating the shelter at the 1st Baptist Church in Louisville but concerted efforts are being made to transition folks to long term living quarters. This shelter is ONLY for WINSTON COUNTY residents displaced by the storm.

Important Disaster Law Enforcement Information

·       There is a curfew in effect until further notice from 9pm til 6 am
·       There is a burn ban in effect for all of Winston County and the City of Louisville until further notice.
·       Some areas may be blocked off for traffic for utility repair, debris removal, etc. Pleased be patient.
·       Removal of debris from another’s property without their permission is a felony and you will be arrested. If you have no business in an area or on a property do not go there!
·       Be Aware of SCAMS  - If you feel that a contractor is not legitimate or you have been scammed – call the Ms. Attorney General’s Office at 601-359-3808
·       Police and Sheriff’s Officers will be heavily patrolling affected areas. If you do not belong there during curfew hours – you will be questioned!!

You must sign in  to receive a work order so that your skills can be matched with needs and specific need request.
Those who are volunteering for debris removal and cleanup should dress appropriately – Long pants, hard soled shoes or steel toe, hat, gloves, sun protection and insect repellant
DONATIONS
Donations should be brought to the Louisville Coliseum. Some items are NOT needed at this time!!  Clothing other than hats and gloves will not typically be accepted.
