MINUTES OF A CALLED JOINT EMERGENCY MEETING OF THE MAYOR

AND BOARD OF ALDERMEN OF THE CITY OF LOUISVILLE
AND THE WINSTON COUNTY BOARD OF SUPERVISORS
HELD ON THE 1ST DAY OF MAY 2014


A called joint emergency meeting of the Mayor and Board of Aldermen of the City of Louisville and the Winston County Board of Supervisors was held at ten o’clock a.m. on Thursday, the 1st day of May 2014, at the City Hall, the aforesaid being the time and place for the meeting with the following officers present:  William A. “Will” Hill, Mayor; Frances S. Ball, Eugene Crosby, Gwenita Mays, Judy H. McLeod, Richard R. Caperton, Aldermen; Babs W. Fulton, City Clerk, and C. Taylor Tucker, City Attorney; along with Michael Peterson, Board President; Burr Warner, Luke Parkes, Gloria Turnipseed, and Larry Duran, Supervisors.


The meeting was duly opened and called to order by Mayor Hill, the Mayor led in prayer and led the Pledge of Allegiance. The meeting was held to discuss and take action concerning the tornado which hit the city and county on April 28, 2014.  A copy of the call sheet and meeting announcement is made Exhibit "A" to these minutes the same as if recopied herein in full in words and figures.  
The Mayor called on Mike Peterson, Board of Supervisors President, to give an update on visits by the congressional delegation; the status of the Federal State of Emergency proclamation; and that the temporary medical hospital is to be set up on the parking lot at Teeters and positive steps are being made for the clinic and limited hospital care.  
The Mayor stated that Kenny Morris will be instrumental in writing the Request for Proposals for monitoring services and an RFP will be written later for debris removal.
Michael Peterson stated that documentation is vital to FEMA reimbursement, and monitoring is critical.  The debris removal and federal housing will have a great impact on the economic recovery.  Luke Parkes stated that the public needs to be informed of the economic and financial emergency also.   The Mayor stated that the RFP will need legal and engineering approval also.  The MEMA Emergency Operation Center has moved to the National Guard Armory from City Hall.


ORDER- REQUEST FOR PROPOSALS FOR CITY OF LOUISVILLE


There came on for consideration the need for Request for Proposals to be written related to Disaster Recovery Debris Removal Monitoring and for Debris Removal and Disposal Services for the City of Louisville, then upon motion made by Judy H. McLeod duly seconded by Frances S. Ball and unanimously approved, the City of Louisville Board authorized the Mayor to proceed with getting both the Requests for Proposals for monitoring and for debris removal, and upon the same order the Board authorized, the Mayor, City Clerk, and Public Works Director to be the committee to rate the said proposals.  Copy of said request for proposals are made Exhibit “B” and “C”.  


ORDER- REQUEST FOR PROPOSALS FOR WINSTON COUNTY


There came on for consideration the need for Request for Proposals to be written related to Disaster Recovery Debris Removal Monitoring and for Debris Removal and Disposal Services for Winston County, then upon motion made by Luke Parkes duly seconded by Gloria Turnipseed and unanimously approved, the Winston County Board authorized Mike Peterson and county officials to proceed with getting both the Requests for Proposals for monitoring and for debris removal for Winston County.


ORDER- AUTHORITY FOR MOBILE HOSPITAL TO SET UP AT TETERS


Upon motion made by Luke Parkes duly seconded by Burr Warner and unanimously approved by the Winston County Board, the Board authorized   the mobile hospital to be set up on the Teter’s parking lot at 521 South Church Avenue, which is property owned by Winston County.  


ORDER- EXECUTIVE SESSION


Upon motion made by Frances S. Ball duly seconded by Judy H. McLeod and unanimously carried, the Board of Aldermen voted for a closed determination as to whether to convene into executive session.


Upon motion made by Luke Parkes duly seconded by Burr Warner and unanimously carried, the Board of Supervisors voted for a closed determination as to whether to convene into executive session.

Inasmuch as determination was made, and upon motion made by Frances S. Ball duly seconded by Eugene Crosby and unanimously carried, the Board of Aldermen did convene into executive session to discuss disaster relief and emergency services and recovery.  


Inasmuch as determination was made, and upon motion made by Luke Parkes duly seconded by Larry Duran and unanimously carried, the Board of Supervisors did convene into executive session to discuss disaster relief and emergency services and recovery.  


After full discussion of the matter and upon motion made by Frances S. Ball duly seconded by Eugene Crosby and unanimously carried, the Board of Aldermen did convene out of executive session with no action taken.


After full discussion of the matter and upon motion made by Luke Parkes duly seconded by Larry Duran and unanimously carried, the Board of Supervisors did convene out of executive session with no action taken.
ORDER- ADJOURN MEETING


Upon motion made by Eugene Crosby duly seconded by Gwenita Mays, the meeting was adjourned with no further business.
