Board Minutes- April 30 2014


MINUTES OF A CALLED JOINT EMERGENCY MEETING OF THE MAYOR

AND BOARD OF ALDERMEN OF THE CITY OF LOUISVILLE
AND THE WINSTON COUNTY BOARD OF SUPERVISORS
HELD ON THE 30TH DAY OF APRIL 2014


A called joint emergency meeting of the Mayor and Board of Aldermen of the City of Louisville and the Winston County Board of Supervisors was held at ten-thirty o’clock a.m. on Wednesday, the 30th day of April 2014, at the City Hall, the aforesaid being the time and place for the meeting with the following officers present:  William A. “Will” Hill, Mayor; Frances S. Ball, Eugene Crosby, Gwenita Mays, Judy H. McLeod, Richard R. Caperton, Aldermen; Babs W. Fulton, City Clerk, and C. Taylor Tucker, City Attorney; along with Michael Peterson, Board President; Burr Warner, Luke Parkes, Gloria Turnipseed, and Larry Duran, Supervisors, and Hugh Hathorn, County Attorney.  


The meeting was duly opened and called to order by Mayor Hill.  The meeting was held to discuss and take action concerning the F-4 tornado which hit the city and county on April 28, 2014.  A copy of the call sheet and meeting announcement is made Exhibit "A" to these minutes the same as if recopied herein in full in words and figures.


Winston County Emergency Management Director, Buddy King gave an update on the emergency response by the Mississippi Emergency Management Association (MEMA) and other state and local officials.  An emergency declaration was signed by each of the boards on April 28, 2014, which were sent to Governor Phil Bryant for approval and execution of a state emergency.  Said declarations and a map of the storm path are attached as Exhibit “B” to these minutes the same as if recopied herein in full in words and figures.


Mayor Hill gave an update on some volunteer organizations including Red Cross and Samaritan’s Purse, which have set up at First Baptist Church and at the Louisville Coliseum.  A 501C3 account has been established at Renasant Bank, P. O. Box 389, Louisville, for donations through the Winston Community Development Inc., for disaster relief for families. The Mayor urged everyone to use the Winston County Health Department services, and that Paul Black, Winston County Hospital Administrator, was working with doctors on medical coordination since the hospital and emergency room were struck by the tornado.  Mike Peterson, Board of Supervisors President, discussed equipment use and debris removal process, and that the Coliseum would house donated resources and be managed by Randall Livingston.


Tracy Pharr, MEMA coordinator for Winston County, talked about the mutual aid documentation, and that the local proclamations had to be re-signed every thirty days.   


A discussion followed pertaining to the use of emergency monitoring administration but no action was taken.  City Engineer Kenny Morris and Burr Warner were designated as administrative contacts for state contractors, building permits and code enforcement.  


Gulfport Mayor, Billy Hewes, and Chief Information Director, John Kelly, were present and briefly spoke on emergency response and administration.


Brandon Presley, Northern District Public Service Commissioner, spoke on utility services.
Robert Latham, MEMA Director, introduced John Arno and Cheryl, Federal Emergency Management Association (FEMA) representatives, and they spoke on FEMA’s role and information needed.
The meeting was adjourned with no further business.
